(Richmond, IN)--Richmond Common Council will meet Monday night and will consider an ordinance that would prevent any future needle exchange programs from operating in residential areas inside the city limits. The county’s goal was to put needle exchange within walking distance of troubled areas, which is why it landed at Centerstone at North 13th and B. But many residents have voiced concerns. The new ordinance would not mean the end of needle exchange and it would not end the exchange at the Centerstone location. But, if the program ever ended there, it would not be allowed to return.
